USGA Handicap System Rules for Posting Scores

Note: Sometimes you may need to click on your Refresh button to update these pages!
The following is a quote from the USGA on Handicaps.

"1-1. Purpose
The purpose of the USGA Handicap System is to make the game of golf more enjoyable by enabling players of differing abilities to compete on an equitable basis. The System provides a fair Course Handicap for each player, regardless of ability, and adjusts a player's Handicap Index up or down as the player's game changes. At the same time, the System disregards high scores that bear little relation to the player's potential ability and promotes continuity by making a Handicap Index continuous from one playing season or year to the next.
A Handicap Index is useful for all forms of play, and is issued only to individuals who are members of a licensed golf club.
Two basic premises underlie the USGA Handicap System, namely that each player will try to make the best score at every hole in every round, regardless of where the round is played, and that the player will post every acceptable round for peer review. The player and the player's Handicap Committee have joint responsibility for adhering to these premises."

To All Men's 9ers Members
(How We Will Comply):

In order to be compliant with the USGA rules on loging handicaps, the following procedural change will take effect as of Thursday, August,
(818) and for all play dates, thereafter.

1) Scorecards are currently prepared for all "Tournaments" played usually on the 2nd Thursday of each month. Effective on 8/18, scorecards will be prepared for ALL Thursday play dates.

2) Actually, 2 scorecards will be prepared for each 4some, one for the team captains to maintain as well as a backup card for the second cart within your 4some.

3) Scores should be loged on BOTH cards after each hole for each member.

4) At the end of play (9 holes), the captains should collect both cards, review and rectify any discrepancies and return both completed cards to either a Board Member or to one of the Pairings/Handicap Committee Members.

5) The Pairings/Handicap Committee with then log each of the scores of those who played on Thursday's League day, into the AGA Handicap system. (Members will no longer need to log their scores on league play dates. However, Members are still responsible for loging their scores on all other golf rounds outside of League play!)

6) As a result of this procedural change, LATE SIGN UPS (late means after Monday night at Mid-night) and last minute walking up to the check in table wanting to play, will no longer be allowed. Thursday League play days will be restricted to only those who've properly signed up by the Monday Mid-night deadline.

These new procedures will make for a fairer representation of members handicaps on tournament play days.

Thank you for your cooperation.
If you have any questions, please check with any Board Member or the Pairings/Handicap Committee Chairman.

Sign Up Procedures

CHANGES:

Signup time is extended to Midnight Monday night (electronic signup is the only authorized signup procedure). NOTE If NOT signed up by Monday midnight electronically there is no alternative signup method AND you will be ineligible for play that Thursday.

NO SHOWS: A No Show is someone who signs up and doesnt show up and did not cancel signup. Cannot play in following weeks event. If No Show for a tournament, ineligible to play in next tournament AND is fined $5.00.

Official scorecards will be printed for all Thursday events not just Tournaments. Players will record their gross scores (on other than monthly tournament days) and turn the scorecards in to Pairings Committee. The Pairings Committee will then enter all the scores into the AGA system. This will improve the accuracy of all members Handicap Indices and is necessary to ensure accurate tournament pairings.
Note: These changes place us in synch with (but more lenient
than) all other PebbleCreek Golf Assns.

As a result the signup rules are changed effective immediately!

You can only signup electronically! There is no more paper sign up process. Every member has the capability of accessing the internet or can do so with help of a friend.

You MUST DO SO before Midnight Monday immediately before the Thursday event.

CHANGE: If you do not signup by midnight Monday:

DO NOT call the pro shop or a Board member to add your name to the pairings. The pro shops have been directed to ignore such requests.

DO show up Thursday sufficiently early before tee time and our pairings managers will attempt to fit you in. No guarantees especially now when if we only have one course our number of players approaches the maximum of 72.

Late signups for Tournament dates must be done on site on the day of the event and will be attempted to play in separate foursomes but will not be allowed to play in competition for prizes and will be assessed the normal $5 for refreshments.

CANCELATIONS

1. If you have signed up and circumstances cause you to have to cancel if before midnight Monday go to the signup process in PCM9GA.com and follow directions. If after midnight Monday through Wednesday night then you must notify the pairings chairman by e mail cougars2515@aol.com). On play days cancelations must be phoned to the Pro Shop. If you fail to cancel and are a NO-SHOW then you will be restricted from playing the following week with PCM9GA.If you are not checked in 15 minutes before Tee Time you are considered a NO SHOW. If you are a NO-SHOW for a tournament you will be restricted from playing in the next PCM9GA tournament and a $5 fine will be assessed.

2. Tournament "No Shows" disrupt the entire tournament. They provide significant net score advantages or disadvantages to the affected foursome and skew the tournament net scores for awarding of prizes.

3. "No Show" penalties are also necessary due to the unnecessary time and effort they impose on the pairings managers and the pro shops.

PCM9GA is committed to promoting courtesy, sportsmanship, and the opportunity to gain playing experience in the game of golf, and the opportunity to meet other PC homeowners in a social and fun environment.
