The following
is a quote from the USGA on Handicaps.
"1-1. Purpose
The purpose of the USGA Handicap System is to make the game
of golf more enjoyable by enabling players of differing abilities
to compete on an equitable basis. The System provides a fair
Course Handicap for each player, regardless of ability, and
adjusts a player's Handicap Index up or down as the player's
game changes. At the same time, the System disregards high
scores that bear little relation to the player's potential
ability and promotes continuity by making a Handicap Index
continuous from one playing season or year to the next.
A Handicap Index is useful for all forms of play, and is issued
only to individuals who are members of a licensed golf club.
Two basic premises underlie the USGA Handicap System, namely
that each player will try to make the best score at every
hole in every round, regardless of where the round is played,
and that the player will post every acceptable round for peer
review. The player and the player's Handicap Committee have
joint responsibility for adhering to these premises."

(How We Will Comply):
In order to be compliant with
the USGA rules on loging handicaps, the following procedural
change will take effect as of Thursday, August,
(818) and for all play dates, thereafter.
1) Scorecards are currently
prepared for all "Tournaments" played usually on
the 2nd Thursday of each month. Effective on 8/18, scorecards
will be prepared for ALL Thursday play dates.
2) Actually, 2 scorecards
will be prepared for each 4some, one for the team captains
to maintain as well as a backup card for the second cart within
your 4some.
3) Scores should be loged
on BOTH cards after each hole for each member.
4) At the end of play (9 holes),
the captains should collect both cards, review and rectify
any discrepancies and return both completed cards to either
a Board Member or to one of the Pairings/Handicap Committee
Members.
5) The Pairings/Handicap Committee
with then log each of the scores of those who played on Thursday's
League day, into the AGA Handicap system. (Members will no
longer need to log their scores on league play dates. However,
Members are still responsible for loging their scores on all
other golf rounds outside of League play!)
6) As a result of this procedural
change, LATE SIGN UPS (late means after Monday night at Mid-night)
and last minute walking up to the check in table wanting to
play, will no longer be allowed. Thursday League play days
will be restricted to only those who've properly signed up
by the Monday Mid-night deadline.
These new procedures will
make for a fairer representation of members handicaps on tournament
play days.
