Dues

1. Dues are to be paid by Dec. 1st, and become delinquent as of Dec. 31st.
a. Dues are non-refundable
2. Only paid up members are eligible to play with PCM9GA.
a. Any member may bring a guest. To sign up a guest type the guests name in the comment box while signing up for themselves. Guests are not eligible for any prizes during the days play. A Pebble Creek resident or local area resident may not be a PCM9GA guest more than once.

Signing up to play

1. Sign up must be by midnight Monday prior to play date.
2. Signup must be done on the PCM9GA.COM website. On the Home page click on the" signup procedures" and follow directions. Pairings will be done on Tuesday.
3. If you do not sign up electronically by midnight Monday you cannot play on the following Thursday.
4. Tournaments will be scheduled on the second Thursday of each month excluding holidays and again, in NO CASE will late sign ups be allowed.
5. Members who have not established a handicap may play in separate groups during a tournament, but are not eligible for prizes.

Cancelation

1. If you have signed up and circumstances cause you to have to cancel if before midnight Monday go to the signup process in PCM9GA.com and follow directions. If after midnight Monday through Wednesday night then you must notify the pairings chairman by e mail cougars2515@aol.com). On play days cancelations must be phoned to the Pro Shop. If you fail to cancel and are a NO-SHOW then you will be restricted from playing the following week with PCM9GA.If you are not checked in 15 minutes before Tee Time you are considered a NO SHOW. If you are a NO-SHOW for a tournament you will be restricted from playing in the next PCM9GA tournament and a $5 fine will be assessed.

2. Tournament "No Shows" disrupt the entire tournament. They provide significant net score advantages or disadvantages to the affected foursome and skew the tournament net scores for awarding of prizes.

3. "No Show" penalties are also necessary due to the unnecessary time and effort they impose on the pairings managers and the pro shops.

Some basic rules of golf

1. Since we will be playing tournaments where our handicaps will be used for scoring, it is important that your handicap be a true test of your skill. Following are some basic rules you need to keep your scores accurate:
a. If your drive appears to have gone out of bounds, or you think it cannot be found, hit a provisional ball. With the provisional ball, you will be hitting stroke # 3. (1st. Hit + penalty Stroke + 2nd stroke = 3 strokes.) If you find the first ball, you must pick up the provisional ball, and play your first ball with no penalty If however you hit the provisional ball with your second stroke, then find your ball, you must continue to play the provisional ball with one stroke penalty.
b . If you hit your ball in an area where you might not find your ball, hit a provisional ball. Follow rule in (a) above.
c. If your ball flies into a body of water or hits the ground and rolls forward or backward into the water you have several choices:
1. Drop a ball at the edge of the water within two club length of the point of entry no closer to the hole.
2. Carry the ball as far back as you like, keeping a straight line between where the ball entered the water and the hole.
3. If you had hit from the tee, tee up and hit another ball.
4. If your ball carried over a finger of land that extended into the water, you may drop on that piece of land within two club lengths of the point of entry no closer to the hole.
IN ALL THESE CASES THERE IS A ONE STROKE PENALTY
d. Lateral Water Hazard: If your ball rolls into the water from the side and crosses a red hazard line you have one choice: Drop the ball within two club lengths from where it crossed the red line, or the straight line between the red hazard stakes. You cannot drop closer to the hole. PENALTY IS ONE STROKE.
2. Do not improve the lie of your ball. You must play it as you find it. The only exception would be if the course has declared winter rules, or pick and place and for the relief rules in Pebble Creek local rules for drainage areas and staked trees. (See Local Rules).
3. On tournament days all holes must be putted out, regardless of distance from the hole. No putts are conceded. On non-tournament days, putts can be conceded with the approval of your playing partners.
4. If you are in a place where you cannot hit the ball, (in a bush, behind a tree, etc.) drop the ball within two club lengths from where it lies, but no closer to the hole. Another choice is to go back to where you originally hit the ball and hit, or pick up the ball and go back as far as you like and hit, keeping a straight line between the hole and where you found the ball.
NOTE: Regardless of choice, you are penalized one stroke.
6. If your ball comes to rest in a Homeowners property, the ball becomes the property of the Homeowner. You cannot retrieve it. The ball is ruled Out of Bounds.
7. Mulligans are not allowed on any PCM9GA play days since they distort handicaps.

Local Rules


1. All lakes are played as lateral hazards and are marked with red stakes and/or lines.
2. Water hazards on holes #1 and #18 on Eagles Nest and Hole #6 on the Palms Course are marked with yellow stakes and/or lines. NOTE: The term "water hazard" is accurate despite the fact that these areas are normally free of water, but after heavy rain may be filled with water. When dry and you land in these areas you may hit the ball with no penalty, but you may not ground your club. If in an unplayable lie in these areas you may hit after drop with one stroke penalty.
3. Out of Bounds is marked with white stakes, retaining walls, streets and property lines. Do not retrieve a ball from a homeowners property.
4. Any ball that goes into or crosses a street is Out of Bounds.
5. Relief for stance or area of intended swing from staked trees may be taken without penalty.
6. Relief from French drains and drainage areas filled with large rocks or gravel may be taken without penalty.
7. The stone blocked tree wells on the left side of hole #15 at Eagles Nest are considered as integral parts of the golf course. Relief without penalty is not provided.
8. Anywhere "through the green" if a ball is embedded in its own pitch mark it may be lifted, cleaned and dropped without penalty as near as possible to where it originally lay, no closer to the hole. (Does not apply to bunkers).

9. Ball dropping zones are provided on Eagles Nest Holes #4 and #17 and Hole #4 on the Palms as an additional option for hitting a ball into the hazard.

10. Ground under repair is marked with white paint.

11. Stones in bunkers are moveable obstructions

12. The wash on the left side of holes #10, #11, #17 and #18 at Eagles Nest is considered an environmentally sensitive area. It is marked with red stakes with green tops. A ball must not be played out of the environmentally sensitive area. If a ball is in, or is virtually certain the ball is lost in an environmentally sensitive area, the player must, under penalty of one stroke, (a) play the ball as nearly as possible at the spot where the original ball was last played, or (b) drop a ball outside the environmentally sensitive area within two club lengths of a not to nearer the hole than the point where the original ball last crossed the margin of the area.

13. On #18 Eagles Nest if you hit into the area immediately between the fairway and the "boulders" this is an area you can hit out of, BUT you cannot ground your club.

Golf Etiquette

1. Players with a handicap of over 20 may play from the forward red tees except in tournaments.
2. No one should move, talk or stand close to, or directly behind the ball or the hole when a player is addressing the ball or making a stroke anywhere on the course.
3. Stand away from the line of putt of the player putting so that neither you nor you shadow is either in front of or behind the player's putter.
4. The player closest to the flagstick attends it as well as holds the flagstick or takes it out of the hole at the player's request.
5. When attending the flagstick, hold it so that it is perpendicular to the green, not at an angle. Grasp the flag around the flagstick so that it doesn't flap in the wind.
6. The player who removes the flagstick should look at the position of all the balls, then place the flagstick gently on the green so that it is not in any putting line, and far enough away from all putting so as not to be distracting.
7. The player who holes out first is responsible for replacing the flagstick. Stand near the flagstick, but do not pick it up until all the players have holed out, then replace it.
8. When retrieving your ball from the hole after having holed out, do not try to lift the ball out with your putter, as this may damage the hole.
9. Unnecessary chatter is disruptive. Remain quiet while others are hitting.
10. To keep a flow of play you must stay just behind the group in front of you. As a courtesy, never hit into the group in front of you, but be ready to hit once they are out of your range.
11. Be ready to hit when it's your turn. If your partner is not ready it is still OK to hit.
12. Smooth all marks made in bunkers.
13. Balls may be cleaned on the green and ball marks repaired prior to putting.
14. When on the green do not step on a line between a players ball and the cup. Doing so can cause a depression and affect the putt.
15. Do not place any clubs on the green or on the first cut of the green.
15. Use good judgment as to the amount of time you spend searching for a ball. Rule of thumb is no more than three minutes.

Speed Of Play

1. Play READY GOLF. The first player off the last green and on the next tee should hit; play when you are ready in the fairway, even simultaneously, so long as you don't interfere with the other players.
2. Mark you ball if another player in your group so requests or if your ball is in the line of play. Unnecessary marking causes delays.
3. Repair any ball, club or old cup marks on the green as you are walking to your ball.
4. Concentrate and plan ahead. Think about your next shot, about where to play your golf shot; chitchat later.
5. A player should prepare to putt when they reach the green, and not wait their turn. The time between putts of two players should seldom be more than fifteen or twenty seconds.
6. Take only one practice swing before you play the ball, and none afterward. This will speed up play.
7. Learn how far you can hit the ball, then go ahead and hit the ball if there is no possibility you can reach the group in front of you.
8. Putt out whenever feasible instead of marking and lifting.
9. Record scores after leaving the green just played. Do not delay play of group behind you by lingering at green to record scores.
10. When players are close behind and you are a passenger in the golf cart, carry your clubs with you after putting on the green and then put them back into your bag when you get to the next hole.
11. When a player has taken strokes that double the par for a hole. Pick up your ball and move on except in a tournament. (on a par 4 hole if you have taken 8 strokes pick up your ball).

12. If you think you ball is out of bounds or lost hit an immediate provisional ball. If original is lost play provisional with penalty. If lost ball is found play it and pick up provisional ball. To not do so and the original ball is found out of bounds the rule that requires the next shot to come back from the tee or original shot position. This will cause a 5-10 minute delay.
13. To keep a flow of play you must stay just behind the group in front of you. As a courtesy, never hit into the group in front of you, but be ready to hit once they are out of your range.

14.Use good cart management. Keep carts and players close together. Walk to the ball once in a while carrying a selection of clubs while partner is hitting ball far away from your ball.

15.. More experienced golfers advise new golfers about Ready Golf and act as Pace Of Play managers.


USGA Handicap System Rules for Posting Scores

1. All strokes must be counted when playing the game, including whiffs (missing the ball on a swing). However, there are a maximum number of strokes per hole that can be posted in the computer, based on the player's handicap. This is called Equitable Stroke Control.

When posting scores, there is no limit to the number of holes, which may be reduced under equitable stroke control.

2. During tournament play, if you do not hole out on every hole, you will be disqualified from the PCM9GA competition if it is an individual event. If it is a team event, and the hole you pick up on does not affect the team score, you will still be eligible to win prize money. USGA rules state that a score should be posted for every game played, provided that a minimum of 7 holes are holed out for every 9 played. For any holes not played, the posted score should be par for that hole, plus any strokes or "pops" the player would get, based on handicap. If you play a hole and pick up before you have holed out, your score for that hole should be any strokes already played, plus any additional strokes it would normally take you to complete that hole, not to exceed your equitable stroke. (So for practical purposes, your score on that hole would be your equitable stroke.)

3. In any game where the number or type of clubs to be used is restricted, (e.g. 3 clubs + a putter) the score for that game should not be posted.

Posting Scores on Arizona Golf Association (AGA) Web Site
www.azgolf.org

1. There are two ways for PCM9GA members to post scores in the Arizona Golf Association system:

a. In both Pebble Creek Pro Shops, in the "computer room" there is a terminal on which you can enter your scores. Once you are an AGA member (paid your PCM9GA dues) you may enter your scores by either entering your last name or your AGA local number. Once entered the process is self explanatory.

b. On line on the AGA website which is www.AZgolf.org. Once you are an AGA member you can enter the website and with your email address, AGA numbers and a password you will be able to enter your scores from any internet capable computer.

PMC9GA Handicap Policy/Procedure

1. It is not necessary to have an established AGA Handicap Index in order to join the PCM9GA. Members are immediately eligible to participate in all social and non-tournament golf events. However, after joining, members must establish an AGA Handicap Index in order to participate in PCM9GA tournament events (once- monthly tournaments; special tournaments; championship tournament).

2. The Handicap Index is that number that represents a golfer's potential for scoring based on a history of player's scores at multiple courses. A Handicap Index, for example, of 14.2 would indicate that the golfer on his best day would score about 14 or 15 strokes above par on a course of average difficulty, which when applied to the parameters of a specific course define a precise handicap for each hole on the course. The Handicap Index is used to calculate a precise Course Handicap for the specific course being played on, when applied to that course's Slope and Course Ratings.

3. Establishment of an AGA Handicap Index requires entry of five (5) 9-hole round scores in the AGA computer system available in both pro shops and on-line at www.AZgolf.org. The AGA system then automatically calculates and updates the Handicap Index using a complex formula, twice each month.

4. Process:

a. If the new member already has five scores at the time of joining he may enter them in the AGA system immediately after his name appears in the system. (A few days after becoming an official AGA member).
b. If the new member has no record of scores he must enter scores as he plays and at that time is ineligible for tournament play.
c. As soon as five (5) 9-hole scores are entered, the AGA system automatically computes the Handicap Index on day #1 or day #15 of the month of last entry. This will be displayed in the system and emailed to the member twice monthly.
d. Until the Handicap Index is developed the member is ineligible for tournament play but may participate in all other events.

5. PCM9GA tournament pairings are based upon each participant's Course Handicap, automatically calculated for each hole, which can only be determined if the member has a Handicap Index.

6. Maintenance of an accurate Handicap Index is essential to ensuring fairness in tournament play as well as providing a personal "yardstick" for your golf performance over time, and requires entry of scores after completion of each round. It is each member's responsibility to regularly enter all scores as played in PCM9GA events and all other rounds at Pebble Creek and elsewhere.

7. Official scorecards will be printed for all PCM9GA golf rounds. The cards will be provided to each foursome and all players will record their gross scores on this card and the duplicate card provided. The cards will be collected after each event and the Handicap/Pairings Committee will enter all the scores in the AGA system.

1. We have a PCM9GA website at www.pcm9ga.com which all members should frequently enter. As well as a great deal of Group information this is where you will find pairings and tournament information. Pebble Creek Men's 9-Hole Golf Association
Constitution

ARTICLE I - NAME

Section 1. The name of this organization shell be Pebble Creek Men's Nine-Hole Golf Association, hereafter referred to as the "Men's Niners", or PCM9GA. The PCM9GA is a not-for-profit organization.

ARTICLE II - PURPOSE

Section 1. To promote, encourage and advance men's golf in accordance with rules adopted by the United States Golf Association (USGA), subject to local rules.

Section 2. To promote courtesy, sportsmanship, the opportunity to gain playing experience in the game of golf, and the opportunity to meet other PC homeowners in a social and fun environment.

ARTICLE III - MEMBERSHIP AND ELIGIBILITY

Section 1. Residents of Pebble Creek shall be accepted for membership upon application and payment of dues. Residents include homeowners and renters.

Section 2. Members shall be 9-hole golfers and shall be eligible (when dues are current), to vote and hold office in accordance with the PCM9GA Constitution and By-Laws.

ARTICLE IV - MEMBERSHIP DUES

Section 1. Membership dues for the golf year, January 1 to December 31, shall become due and payable December 1, and delinquent December 31. Dues reduction will be in force for those joining between 30 June and October 16.


Section 2. Membership dues shall be determined by the Executive Board and approved by the membership.

ARTICLE V - OFFICERS AND EXECUTIVE BOARD

Section 1.Elected officers shall be: President, Vice President, Secretary, and Treasurer. Elected officers shall be permanent Pebble Creek residents (living at least nine months of the year in their Pebble Creek residence).

Section 2. The Executive Board shall consist of all Elected Officers.

Section 3. The Board shall conduct the business of the PCM9GA subject to the Constitution and By-Laws.

Section 4. A majority of the Executive Board shall constitute a quorum.

Section 5. Officers are elected for a two year term. Elected Officers may serve in the same Board position for more than the two year term if reelected at the end of the two year term. In this case these offices will then be open for reelection every single year thereafter.

Section 6. The term of office shall be 1 April-31 March.

Section 7. The Executive Board will appoint members to fill vacant elected offices for the duration of the term. An appointee in this event will still be eligible for two full years in that position after completion of the partial year, if so elected.

Section 8. If the President is unable to fulfill his duties, the Vice President shall assume these responsibilities. The Executive Board will then appoint a new Vice President.

By-Laws

ARTICLE I - DUTIES OF THE OFFICERS

Section 1. The President:

Shall preside at all meetings.

The President or Treasurer shall sign all checks drawn upon funds of the Association.

Shall appoint two members of the Association, not serving on the Executive Board, to audit the Treasurer's Annual Report prior to the Annual Meeting.

Section 2. The Vice President:

Shall, in the absence or inability of the President to act, have and perform the duties herein prescribed for the President.

Will appoint and chair the Nominating Committee and supervise the committee chairmen.

Section 3. The Secretary:

Shall keep full and complete minutes of all meetings of the Executive Board and membership.

Shall attend to all correspondence of the Association.

Section 4. The Treasurer:

The Treasurer and/or President shall issue and sign all checks drawn upon funds of the Association.

Shall give a detailed report of receipts and expenditures at all Executive Board and membership meetings.

Shall make disbursements to members upon receipt of an itemized voucher for each expenditure.

Shall provide a Financial Statement to the PCM9GA membership at the annual Association meeting prior to 31 March.

Section 5. Required Reports

The Executive Board shall provide the following report signed by the President and one other officer, to the Pebble Creek HOA RCC during the month of March, annually:

- Date within the last 12 months when the annual meeting was held.

- That the Annual Financial Report was prepared and made available to the membership within the prior 12 months.

- The number of members and that they are Residents (must have at least 15 members).

- That the By-Laws were compared to the current requirements of Article 10 of the HOA Rules within the past three months and they are in compliance or that amended by-laws have been submitted to the RCC for approval.

- When applicable, that "Instructor Registration and Waiver" forms were obtained, are current, and have been submitted to the Eagles Nest Clubhouse front desk.

- When applicable that "Member Waiver" forms were obtained, are current and are being maintained in PCM9GA files.

- NOTE: Neither of these two forms are applicable to PCM9GA

- List of current officers with names, addresses, phone numbers and email addresses.

ARTICLE II - DUTIES OF STANDING COMMITTEES AND
REPRESENTATIVES

Section 1. Committee Chairmen and Representatives will be appointed by the Executive Board from volunteers. Their terms of office are indefinite and they will serve at the pleasure of the Board. They will report to the Vice President.

Section 2. Committee members will be selected from volunteers and will be approved by the respective Committee Chairman.

Section 3. Committee Chairmen and Representatives will ensure that their responsibilities will be assumed by a qualified committee member(s)/assistant, in the event of their absence.

Section 4. Handicap/Pairing Committee Chairman

Shall organize and schedule all foursomes for regular events and tournaments and ensure electronic listings and pairings on web sites as per handicaps in the AGA system.

Shall keep current (monthly update) a listing of all PCM9GA members' handicap indices and handicaps for PC courses.

Shall develop and print official scorecards for all foursomes in PCM9GA rounds, collect the cards after the round and enter scores for each player in the AGA system.

Section 5. Golf Rules Chairman

Shall familiarize himself with the rules of golf as adopted by the USGA. He shall interpret "local rules" for the Association in cooperation with the PC Golf Professionals, and when necessary enforce these rules. He will, with the President settle all golf rules disputes. Their verdict is final.

Section 6. HOA Golf Committee Representative

Will attend all Pebble Creek HOA Golf Committee meetings, soliciting agenda items before meetings from the Executive Board and reporting back to the Executive Board subsequent to meetings.

Section 7. Special Golf Events/Tournament Committee Chairman

Shall be responsible for the pairings and signups for arrangement of all Special Golf Events and Tournaments.

Section 8. Membership Committee Chairman

Shall keep the membership application forms current and in place in both pro shops; advise new members of rules, responsibilities and normal procedures; and publish new membership summaries ensuring distribution to all members.

Shall accept all application fees and provide to the Association Treasurer.


Section 9. Publicity Committee Chairman

Shall maintain all Pro Shop PCM9GA Bulletin Board sections and keep Channel 22 updated with PCM9GA information.

Shall ensure regular coverage of PCM9GA events in the Pebble Creek News and Pebble Creek Pipeline.

Section 10. Website Manager

Shall maintain current the PCM9GA Website) (PCM9GA.COM) including the weekly publication and distribution of Alpha Sheets and Pairing Sheets as well as other notices as requested by the Executive Board.

Section 11. Arizona Golf Association (AGA) Representative

Shall act as liaison between the AGA and the PCM9GA and attend meetings as necessary, reporting back to the Executive Board.

Section 12. Adopt-A-Hole Committee Chairman

Shall act as liaison between the PCM9GA and the PC Golf Professionals and Golf Course Maintenance Staff for issues involving the PCM9GA responsibilities to assist in maintaining the Tuscany Falls LAKES Course Holes #1 and #7.

Shall schedule all PCM9GA divot and ball mark repair activities.

Section 13. Pebble Creek HOA Rules Representative

Shall ensure that the PCM9GA continues to operate in complete compliance with the Pebble Creek HOA and Rules Compliance Committees.


Section 14. Social Committee Chairman

Shall organize and be responsible for all social activities/group dinners and non-golf events.

ARTICLE III - MEETINGS

Section 1. A minimum of two general membership meetings shall be held each year. The "official" annual meeting during which elections will be held, will be held in March.

Section 2. Executive Board meetings will be held monthly and as deemed necessary by the President. All Committee Chairmen and Representatives will be invited to participate in all monthly Board meetings. Meetings are open for all members to attend.

Section 3. It shall be the duty of the President to call a special meeting after receipt of a written request by one-third of the membership.

Section 4. Robert's Rules of Order shall be the authority for the management of all official meetings.

ARTICLE IV - NOMINATING COMMITTEE

Section 1. Shall consist of two members approved by the Executive Board and Chaired by the Vice President.

Section 2. Shall, from the regular membership, select a slate of officers annually consisting of one or more names for each office on the Executive Board.

Section 3. The Chairman shall present the slate and post the slate at least three weeks prior to the election.

ARTICLE V - ELECTIONS

Section 1. The election of officers will be held annually at the last general membership meeting ("Annual Meeting") in April.

Section 2. Following the announcement of names of nominees from the slate of nominees for each office, the President shall call for any additional nominations from the floor.

ARTICLE VI - AMENDMENTS

Section 1. This Constitution and these By-Laws may be amended at any regular PCM9GA meeting by two thirds of the members present provided that the proposed amendments have been read at a meeting and posted at least 45 days prior to voting.

ARTICLE VII - PEBBLE CREEK HOME OWNERS RULES AND
REGULATIONS

Section 1. The PCM9GA shall conduct its business in accordance with the PebbleCreek Home Owners Association Rules and Regulations.

Section 2. No individual member of the PCM9GA may receive compensation for services rendered in support of the PCM9GA from non-members or outside sources without approval of the PebbleCreek Home Owners Association Board of Directors. This includes merchandise, services, benefits, or rebates from vendors providing services or merchandise to the PCM9GA that are not provided to every member. This does not preclude reimbursement of actual expenses or reasonable compensation to PCM9GA members from PCM9GA funds for services rendered to the PCM9GA.

Section 3. The PCM9GA members are liable for and shall satisfy all debts in full, prior to dissolution, and such dissolution shall only occur with the prior approval of the PC HOA Board of Directors. Any assets remaining after satisfying debts shall be distributed among the membership of the PCM9GA.
